How to Control Who Can Create Joomla Articles
Joomla controls article creation through ACL. The key action is Create, and it can be granted broadly for the Articles component or more narrowly for selected categories. Use user groups to represent roles, then grant Create only where each role should be able to add content.
Choose the group that represents article authors
Use an existing group only if its inherited permissions match the role. Otherwise create a dedicated group under Users → Groups. Joomla group hierarchy matters because child groups inherit action permissions from parent groups.
Choose the scope of Create permission
If the group should create articles across the content structure, configure the Articles component permissions. If the group should create only in selected categories, keep the broader component permission conservative and allow Create on those categories instead. Category-level ACL is the better fit for category-specific authoring.
Configure the Create action
In the relevant Articles or category Permissions area, select the group, locate Create, and set the intended value. Save the change and inspect the calculated/effective result. Remember that an explicit Denied at an applicable higher level cannot be overridden by a lower Allowed.
Decide whether authors can edit after creation
Create permission does not automatically mean the user can edit every article. Edit Own is useful when authors should revise content they created, while Edit is broader. Grant only the follow-on actions the workflow requires.
Keep publishing separate
Creating an article and changing its publication state are separate capabilities. Edit State controls publication-state changes. A common editorial workflow lets authors create/edit their work while an editor or publisher handles publication.
Provide an appropriate creation interface
Backend users can use the Articles manager if their administrative/component access permits it. Joomla also provides a Create Article menu-item type for frontend submission; official Joomla help notes that users must have permission to create articles. The menu item does not bypass ACL.
Test the complete author workflow
- Sign in as a representative author.
- Verify the user can start a new article in an allowed category.
- Save it and confirm the expected status/workflow behavior.
- Confirm the user can or cannot edit it afterward as designed.
- Try creating in a category that should be forbidden.
- Confirm publishing controls are absent or ineffective unless Edit State was intentionally granted.
Troubleshoot the exact action
If creation is unexpectedly blocked, inspect every group assigned to the user and trace core.create through the relevant category, parent categories, Articles component, and global permissions. If creation is too broad, look for another group or higher-level Allowed that is granting the action.
