How to Control Who Can Publish Joomla Articles

Joomla controls publication-state changes with the Edit State permission. This is separate from Create and Edit, so you can let authors write content while reserving publishing and other state changes for an editor or publisher group.

Use Edit State for publication control

Joomla's current article help describes Edit State as the permission to change an article's published state and related state information. Granting Edit does not automatically grant Edit State. This separation is the foundation of a review-before-publish workflow.

Choose the publishing group

Use a dedicated editorial/publisher group when possible. Review its parent group carefully because group ancestry contributes inherited permissions. Avoid putting ordinary authors in another group that already grants Edit State if they are supposed to submit content for review.

Choose the scope

If the group may publish throughout the site, configure the Articles component permission. If it may publish only in selected categories, configure Edit State at those category levels and keep broader permissions conservative. Joomla evaluates the article's category hierarchy, component permissions, and global permissions together.

Save and inspect the effective permission

Select the group in the relevant Permissions area, set Edit State as intended, and save. Joomla displays a calculated/effective result on its permission screens. If an applicable higher level is Denied, a lower Allowed setting cannot override it.

Understand what the article Status field represents

Joomla's article edit screen includes a Status field with states such as Published, Unpublished, Archived, and Trashed. Whether a user can change state depends on ACL. Workflows can add another layer of editorial process, so sites using Joomla workflows should also verify the transitions available to the role rather than assuming Edit State alone describes the entire approval process.

Test the author and publisher roles separately

  1. Sign in as an author and confirm article creation/editing works as designed.
  2. Verify the author cannot perform publication-state changes that should be reserved.
  3. Sign in as the publisher/editor account.
  4. Confirm that account can make the intended state change in the intended categories.
  5. Check a category outside the role's scope to make sure publishing is not broader than expected.

Troubleshoot inherited publishing access

If an author can publish unexpectedly, inspect every group assigned to that user and search for an inherited or explicit Edit State allowance. If a publisher cannot publish, look for an applicable Denied higher in the asset hierarchy and confirm the role has the other access needed to reach and edit the article.
