How to Require Administrator Approval for New Joomla Users
Joomla can require administrator approval for self-registered accounts by using the Administrator value for New User Account Activation. In the documented core workflow, the registrant first confirms the activation link sent to their email address; Joomla then notifies appropriate administrators, and an administrator activates the account.
Configure administrator activation
- Open Users → Manage in Joomla Administrator.
- Select Options.
- Set Allow User Registration to Yes if visitors should self-register.
- Review New User Registration Group.
- Set New User Account Activation to Administrator.
- Save the options.
Understand the approval sequence
Administrator activation is not simply a manual toggle immediately after form submission. Joomla's documented flow sends the registrant an activation link first. After the registrant follows it, the site administrator is notified and must activate the account. This verifies access to the supplied email address before administrator approval.
Make sure the right administrators receive mail
Joomla documentation states that administrator-activation notifications go to users configured to receive system emails who also have permission to create users. If no approval notification arrives, check those user settings and permissions, then test Joomla mail delivery. Do not solve a mail-routing problem by changing the activation policy to None.
Approve the account
Open Users → Manage and locate the pending user. Current Joomla's Users list exposes activation/enabled state and provides an Activate action for selected users. Confirm the account is the one you intend to approve, then activate it. Joomla documents that activation sends an email notifying the user.
Test the complete workflow
Use a test address you control. Register from a clean browser session, receive and follow the user's activation link, confirm the administrator notification arrives, activate the user, and verify the user can then log in. Also verify the account was assigned to the intended registration group and did not inherit excessive access.
If a third-party registration system is installed
Community, membership, SSO, and e-commerce extensions may create users through their own workflow and may not use Joomla's core registration form or activation sequence in the same way. Trace the actual registration component before assuming the core Administrator setting governs every account source.
