Procedure

1. Open Users → Manage and identify the target account.
2. Review the account’s user groups and the applicable Joomla Global Configuration/permissions that determine core.login.site.
3. If frontend login is denied for the effective group/permission combination, correct that Joomla ACL decision before using QCUI.
4. Start a new QCUI handoff and verify the target is now accepted.

Remember effective ACL

Joomla permission results come from the target’s effective user groups and permission inheritance. QCUI does not grant core.login.site; it only respects Joomla’s current answer.

Do not bypass Joomla account state
