Why Blocked Users Cannot Be Impersonated is a deliberate QCUI 1.0.03 behavior that protects administrator access, target-account safety, or the integrity of the one-time impersonation handoff.

Current rule

QCUI checks the target’s block flag and refuses blocked accounts.

Security reason

Resolve the block through normal account/security policy first if the user genuinely should regain access.

Verification

Review why Joomla blocked the account; only unblock it when normal account policy says the user should be active, then issue a brand-new handoff.

QCUI deliberately refuses to impersonate accounts that Joomla or QCUI currently considers unsafe/ineligible; changing database flags or handcrafting a token would remove the controls the support workflow depends on.
